Subject: Original 1948 version
The is the original version of this film most likely produced in 1948.
A later version of this film was made where all the scenes with cars visible were redone. I believe that later film was made in 1959. About half of that version uses footage from the 1948 version.

In this 1948 version the narrator says "The best rule for riding at night is consider yourself invisible and ride accordingly". The best advice in the film and it was removed in the 1959 version.
Subject: Watch those cuffs!
This is a bit of an updated version of the film "You and Your Bicycle" released by the same company a few years earlier. Contains much of the same information, eg don't drive at night, maintain your bike, don't show off etc.
